European Commission to allocate €161 million to Ukraine for dual-use technologies
Under the agreement, €140 million will be provided as an EU guarantee, with an additional €21 million as an investment grant.

The European Commission and the Ministry of Defence of Ukraine have announced the launch of a joint programme to invest in innovative and breakthrough technologies. The agreement was signed during the EU–Ukraine business summit in Brussels, according to Ganna Gvozdiar, adviser to the Deputy Defence Minister.
The initiative provides for support for strategic sectors of the economy, with a focus on dual-use technologies. These include aerial, ground, and maritime drones, electronic warfare systems, space solutions, communications and navigation systems, as well as critical components.
The agreement establishes a financial programme totalling €161 million. Of this amount, €140 million will be provided as an EU guarantee, while a further €21 million will be allocated as an investment grant. These instruments are expected to leverage up to €400 million in bank lending for capital investment and operational expenses.

The programme also aims to expand access to financing for companies working in defence innovation and to integrate Ukrainian solutions into the broader European technological and industrial landscape.
