Shield & Scale is a one-day European miltech forum in Luxembourg on 26 November 2026, supported by the Directorate of Defence of the Ministry of Foreign and European Affairs, Defence, Development Cooperation and Foreign Trade of the Grand Duchy of Luxembourg.

Built on a single thesis — from dependency to sovereignty — it convenes policymakers, investors, and industry to work through three domains of European defence sovereignty: capital, the state, and components.

Held in English at the European Convention Center, plenary-only, it is a working diagnostic, not a celebration: a platform where Europe confronts how to build its own defence industrial capability, now.
