Germany to support Ukraine’s anti-ballistic missile programme and fund production of thousands of TerMIT UGVs

The UGVs will be manufactured by the Quantum Tencore Industries joint venture

Ukraine and Germany will cooperate on developing an anti-ballistic missile programme, according to Ukrainian Defence Minister Mykhailo Fedorov. The agreement was signed with German Defence Minister Boris Pistorius during a Ramstein-format meeting.

The arrangement envisages cooperation between Ukrainian and German companies on the development and production of advanced interceptor missiles.

Fedorov did not specify which companies would participate in the anti-ballistic programme. However, the initiative is likely related to the FREYJA project launched by the Ukrainian company Fire Point. Earlier this week, Fire Point announced that Hensoldt, one of Europe’s leading radar manufacturers, had joined the project. The agreement between Fire Point and Hensoldt was signed during the Eurosatory 2026 defence exhibition in Paris.

According to Fire Point co-founder and chief designer Denys Shtilerman, the involvement of the German radar manufacturer marks the FREYJA programme’s final stage of development.

Following his meeting with Pistorius, Fedorov also announced an agreement to jointly manufacture Ukrainian-made TerMIT unmanned ground vehicles in Germany.

“As part of the project, several thousand UGVs will be produced for Ukraine’s Defence Forces using German funding,” the minister wrote.

Fedorov did not disclose the production site. However, sources at Tencore, the Ukrainian manufacturer of the TerMIT platform, told Defender Media that production will take place at Quantum Tencore Industries, a joint venture between Tencore and the German drone manufacturer Quantum Systems.

The creation of Quantum Tencore Industries was announced by the two companies in April 2026.
