Quantum Tencore Industries plans to produce first TerMIT UGVs in Germany by end of 2026
TENCORE CEO Maksym Vasylchenko says the company has already received some of the permits

The joint Ukrainian-German venture established by TENCORE and Quantum Systems will produce its first TerMIT UGVs in Germany by the end of 2026. TENCORE co-founder and CEO Maksym Vasylchenko shared this forecast in an interview with Defender Media.
According to him, the Quantum Tencore Industries venture is already operating. “We have received some of the permits, and we are still waiting for others,” Vasylchenko said. He added that TENCORE is transferring technology to its German partners to produce metal parts and is bringing in local metalworking partners, including for laser cutting, painting, and metal bending.
“Technology transfer requires a separate permit. There is nothing unrealistic on this path, you just need to prepare the documents properly,” the businessman says.
Vasylchenko acknowledges that, for a number of reasons, the permitting process is quite lengthy. “Plus, the State Service of Export Control simply doesn’t have enough people, because the staffing crisis affects the whole market,” he said.
The companies announced the creation of the Quantum Tencore Industries joint venture under the Build with Ukraine programme in April 2026. In early July, then Ukrainian Defence Minister Mykhailo Fedorov and his German counterpart Boris Pistorius sealed the agreement on joint production of Ukrainian TerMIT UGVs in Germany. “Under the project, several thousand UGVs will be produced for the Defence Forces at the expense of the German side,” Fedorov said at the time.
