The Ministry of Defence automates supplier verification using YouControl

The Ministry of Defence of Ukraine is automating supplier verification for the Armed Forces of Ukraine by integrating the YouControl analytical system, Deputy Minister Mstyslav Banik announced. The new partnership will speed up contractor verification, minimise corruption risks, and prevent delays in supplying weapons and rear logistics for the military.

As YouControl explained, the analytical system checks companies against open sources in real time. Algorithms automatically search for the presence of an enterprise or its owners on sanction lists, record tax debts and criminal proceedings, and identify hidden corporate ties with Russia and Belarus. In the future, this approach will also be applied to verify foreign non-resident contractors.

The Ministry of Defence schematically outlined how automatic verification will alter the working format for the department’s specialists. After a supplier submits a standard package of company documents, the Ministry of Defence registrar analyses the contractor through a single electronic account. The initial assessment is carried out by the Trust Index tool — a scoring system that calculates an aggregated risk level and generates an automated risk profile of the enterprise detailing due diligence factors.

Data from YouControl is purely advisory and does not constitute a legal ground for rejecting a supplier. If the system flags “red flags”, the Ministry of Defence registrar is obligated to directly verify these facts in official state registers and only then make a procedural decision.

The memorandum also provides for the training of Ministry of Defence staff in open-data analysis methodology by YouControl experts. Beyond training, the company will offer consultancy during the development of the defence department’s own databases and the integration of state registers.
