Ukraine simplifies imports of components for arms manufacturers

The government has simplified the confirmation of entitlement to customs benefits for defence industry enterprises importing components for the production of defence goods. This concerns materials, assemblies, units, equipment and parts, Prime Minister Yulia Svyrydenko has reported. The Cabinet of Ministers of Ukraine has already adopted the relevant resolution.

What has changed

The Ministry of Defence writes that the changes will accelerate component logistics and production processes at defence industry enterprises. Among the simplifications:

• the obligation to submit several documents has been abolished – they must now be reflected in the customs declaration and will be provided only at the request of customs authorities;
• it is permitted to submit classified documents (in compliance with the secrecy regime) and additional information up until the moment of submission of the customs declaration;
• the requirement to submit copies of contracts, technical passports and other documents to customs three days before the start of customs clearance of goods has been abolished.

The simplified conditions apply to defence enterprises, co-executors of state contracts and subcontractors in the field of defence procurement.

Earlier, to speed up production, the Defence Procurement Agency launched a mechanism for advance payments to drone manufacturers. If a defence industry enterprise fulfils orders consistently and quickly, it can receive part of the funds in advance.
