Ukraine’s Cabinet of Ministers has approved a policy on the management of intellectual property (IP) in the country’s defence-industrial complex, the Ministry of Defence has announced. The document establishes approaches to protecting rights to defence technologies and ensuring their effective use in production for the needs of the Defence Forces.

Key provisions of the updated policy include:

  • Protection of rights to technologies developed in the public sector or procured with state funds;
  • Clear rules for government customers and enterprises regarding intellectual property management;
  • Opportunities to effectively scale existing solutions into production.

The ministry’s statement notes that private-sector companies may adapt the policy’s approaches to their operational needs. The full text of the document has not yet been made public.

According to Ukraine’s Minister of Defence, Mykhailo Fedorov, the introduction of the policy creates a unified set of rules for all participants in the defence market and enables faster deployment of technologies into production.

“Our goal is to protect the rights to defence technologies and ensure their effective use in production for the needs of national defence,” Fedorov stated.
