Artem Romaniukov to serve as acting head of Ukraine’s Defence Procurement Agency

The Supervisory Board of Ukraine’s Defence Procurement Agency (DPA) has appointed Artem Romaniukov as acting head of the agency. He previously served as the DPA’s Director of Development.

Romaniukov’s appointment was approved by the Ministry of Defence. He will lead the DPA until a permanent head is selected.

Artem Romaniukov is a Ukrainian Armed Forces officer and combat veteran. He served in the 15th Separate Brigade “Black Forest”. He has also worked for years on digitalisation and defence procurement at the Ministry of Defence:

• In December 2023, he became head of the Ministry of Defence’s Directorate for Digital Transformation. In this role, he worked on the launch of the Reserve+ and Army+ digital services, among others.
• On 21 April 2025, the Cabinet of Ministers appointed Romaniukov Deputy Minister for Strategic Industries. He was responsible for digital development, digital transformation and digitalisation.
• As of June 2026, he headed the Ministry of Defence’s Directorate for Procurement Policy. In this role, he was responsible, among other things, for reforming the defence procurement system and transitioning to competitive procedures.

Meanwhile, the Supervisory Board has already launched the selection process for a permanent head of the DPA. A recruitment company is expected to be brought in to search for and assess candidates. The competition is expected to be completed by the end of 2026.

The previous head of the DPA, Arsen Zhumadilov, left the position on 31 August 2026. The DPA said his powers were terminated by mutual agreement. Zhumadilov himself described the decision to leave as personal and considered. According to him, his employer did not suspend him from his duties or initiate his dismissal.
