DPA launches first tender for FPV drones based on technical specification

Verified manufacturers will receive invitations, while unverified manufacturers must submit an additional request

The Defence Procurement Agency is launching competitive procurement of one-way radio-controlled FPV drones. The UAVs will be procured based not on specific models or manufacturers, but on compliance with tactical and technical specifications.

As clarified by the Ministry of Defence, each procurement lot will compete on six specifications:

  • frame size;
  • presence of terminal guidance;
  • type of radio link;
  • camera type;
  • video transmitter frequencies;
  • signal receiver frequencies.

The procurement comprises a total of 269 lots. Manufacturers will be able to offer their own solutions that meet the established requirements. To diversify supply, restrictions have been introduced: the same bidder may be selected as the winner for no more than 50% of the total procurement volume.

The Defence Procurement Agency says that both Ukrainian and foreign manufacturers may participate in the tender if their products meet the established tactical and technical specifications. The key requirement for admission to the bidding is the availability of at least one codified product in the relevant class.

Unverified manufacturers and companies that have not received an invitation must contact the Agency via its official email address by 23 September 2026. Following verification, they will receive the technical and tactical requirements, a list of the necessary documents and further instructions. Manufacturers that have previously undergone verification by the DPA will receive requests for commercial offers without this stage.

The submission of documents for participation in the procurement will remain open until 25 September 2026.

The Defence Procurement Agency has previously procured FPV drones based on tactical and technical specifications. In July 2025, the Agency announced such tenders for the first time; the procurement was then divided into 19 lots with a total expected value of more than UAH 3.3 billion.
