Ukrainian EDRONE to manufacture drones in Romania with local partner OVES Enterprise

Ukrainian drone manufacturer EDRONE has established a joint venture with Romanian technology company OVES Enterprise. The partnership was reported by Romanian business outlet Ziarul Financiar.

The companies will manufacture drones at a facility in Cluj-Napoca, with production scheduled to begin in autumn 2026. During the initial phase, the plant will produce around 1,000 drones per month, including FPV drones, interceptors and reconnaissance UAVs. The initial workforce will consist of approximately 30 employees.

OVES Enterprise specialises in autonomous systems and AI-based technologies and has experience developing and manufacturing its own drones. One of its flagship products is the Nemesis AI platform, designed for autonomous unmanned systems. Under the partnership, the technology will be integrated into EDRONE’s UAVs.

According to OVES Enterprise CEO Mihai Filip, the infrastructure required to launch production in Cluj-Napoca is already in place, allowing manufacturing to begin without significant upfront investment.

“EDRONE is responsible for transferring manufacturing processes and know-how, while OVES Enterprise oversees local implementation, technology integration and adapting the systems to customer requirements,” he said.

According to Ziarul Financiar, EDRONE and OVES Enterprise began cooperating in the early stages of Russia’s full-scale invasion of Ukraine and plan to deepen their partnership further. In the future, the Romanian facility’s product portfolio could expand to 27 drone models, while production capacity could increase to 10,000–15,000 UAVs per month, depending on demand and defence procurement programmes.
