Ukraine launches preferential leasing programme for defence industry enterprises
For critically important enterprises, the leasing rate is set at 5% per annum

The National development institution has identified the inaugural partner banks for the implementation of a preferential leasing programme tailored for defence industry enterprises. The participants include Ukreximbank, PUMB, and MTB BANK.
The leasing programme operates under defined financial parameters: funding of up to 500 million UAH, a term of up to five years, and a base lessor fee of up to 23% per annum. For enterprises designated as critically important to the economy during a special period, the leasing rate is reduced to approximately 5% per annum, with the state compensating the remaining costs.
The initiative was introduced by the Cabinet of Ministers at the request of the Ministry of Defence. The instrument is designed to streamline manufacturers’ access to transport, machinery, and technological infrastructure—essential components for launching or scaling production.
The programme encompasses a broad spectrum of activities, ranging from development and manufacturing to the maintenance, modernisation, and disposal of hardware and equipment. This versatility allows the scheme to be utilised both for pioneering new projects and expanding existing production lines.
The Ministry of Defence notes that this leasing framework is expected to become a pivotal tool for the rapid expansion of production capacity, enabling a swifter response to frontline requirements by bypassing lengthy investment cycles.
