State Logistics Operator launches system for accounting of property needs of the AFU

Digitalisation of the Armed Forces’ supply: DOT presents innovative DOT-Chain system

On 11 September, the State Logistics Operator presented DOT-Chain, an innovative IT system for managing the logistics needs of the Armed Forces of Ukraine.

The main goal of the DOT-Chain is to simplify and speed up the process of supplying the military by increasing awareness and support of the military and suppliers. Deputy Minister of Defence Dmytro Klimenkov said that the delivery time for products should be reduced from two months to about one.

“Creating an effective supply management system for the army has been a priority for our team since the first days after my appointment as Minister. And today we have done it”, tells Rustem Umerov, Minister of Defence of Ukraine.

This large-scale digital project was developed by a team of DOT IT specialists. Alyona Zhuzha, an IT advisor at the DOT, said the system digitised the entire procurement process, from application to paperwork, with the possibility of rapid scaling up to other products.

Key changes implemented by DOT-Chain:

  1. Digitalisation of documents: Instead of 30,000 paper documents per week, only a few clicks are required, which significantly reduces the burden on the military.
  2. Simplified payments: The payment process for goods has become four times faster due to the automatic uploading of documents into the system.
  3. Optimisation of data exchange: The system aggregates data to adjust the needs of the military, including requests and supply information.
  4. Improved interoperability: All procurement and supply documents are available in DOT-Chain, allowing for a quick response to changes in requests from military units.

The State Logistics Operator is the procurement agency of the Ministry of Defence of Ukraine that provides logistical support to the Armed Forces of Ukraine, including food, clothing and fuel and lubricants.
