On October 12, the Verkhovna Rada passed bill No. 15400 in first reading, which proposes directing 100% of defence export permit fees to the needs of the Armed Forces of Ukraine, the Ministry of Defence reports.

The initiative, developed with the MoD‘s participation, envisions amendments to the Budget Code of Ukraine. If the bill is adopted as a whole, fees for processing and issuing documents in the area of state export control of military and dual-use goods will go to a special fund of the state budget and be allocated to the Ministry of Defence.

The planned distribution:

  • 50% for the procurement, modernisation and repair of weapons and military equipment;
  • 50% for paying Armed Forces personnel.

“The bill creates additional opportunities for the development of domestic defence production and will allow revenue from defence export permits to be directed straight to the needs of our army,” said Deputy Defence Minister of Ukraine Ganna Gvozdiar.

The ministry says the bill logically continues Cabinet Resolution No. 875 of July 1, 2026, which introduced a mechanism for controlled exports of Ukrainian weapons and defence technologies. The resolution sets export permit fees at 20% of the value of finished products and 30% of the value of components. However, the market considers the fee excessive.
