Ukrainian Council of Defence Industry presents Export Map for manufacturers
The map is the first project of the Export Support Office, now headed by Oleksandr Pavlichenko

The Ukrainian Council of Defence Industry has presented the Export Map, a roadmap for Ukrainian defence manufacturers planning to enter international markets. The map is the first project of the forthcoming Export Support Office, which will operate within the organisation, according to the Council’s announcement.
The Export Map will be updated in real time. It outlines two routes for entering foreign markets: Build with Ukraine (joint production with international partners) and Buy from Ukraine (direct export of Ukrainian products). Both routes provide a step-by-step overview of the process, from initial actions to completing licensing procedures.
In addition to the map, the team will work across three areas:
- Advising companies on export procedures;
- Providing expert support for regulatory changes by collecting market issues and proposals and preparing recommendations for the government;
- Analysing real export cases and creating practical training modules for manufacturers.
The Export Support Office will be led by Oleksandr Pavlichenko, the Council’s adviser on international arms transfers and export control and former head of the State Service of Export Control of Ukraine.
According to Ihor Fedirko, Executive Director of the Ukrainian Council of Defence Industry, export contracts should not be expected before the second half of 2026, due to the need for testing, certification, and completing all necessary procedures.
