The partnership envisages the establishment of a manufacturing facility in Lithuania dedicated to producing uncrewed ground systems for Ukraine\u2019s operational requirements, alongside their subsequent adaptation to NATO standards.<\/p>\n\n\n\n<p class=\"wp-block-paragraph\">During the initial phase, the parties plan to assess the feasibility of establishing a joint venture, draft a comprehensive business plan, attract investors and manufacturing partners, and conduct a detailed analysis of regulatory, legal, and export control procedures.<\/p>\n\n\n\n<p class=\"wp-block-paragraph\">In addition, the cooperation framework outlines engagement with the Lithuanian Armed Forces and the Lithuanian Riflemen\u2019s Union, as well as other defence and security institutions. This collaboration will focus on conducting field trials, training operators, and developing concepts of operations (CONOPS) for uncrewed ground vehicles.<\/p>\n\n\n\n<p class=\"wp-block-paragraph\">A distinct line of effort will focus on adapting the platforms to NATO standards, integrating new technological components, and developing specialised modifications tailored to the requirements of Alliance member states.<\/p>\n\n\n\n<p class=\"wp-block-paragraph\">As Defender Media learned from the manufacturer, the planned production capacity of the Lithuanian facility will reach up to 2,500 uncrewed ground vehicles per year.<\/p>\n\n\n\n<p class=\"wp-block-paragraph\">The Lithuanian site is expected to manufacture the <a href=\"https:\/\/thedefender.media\/en\/2026\/05\/ugv-plushch\/\">entire product portfolio<\/a> of uncrewed ground vehicles developed by Robotic Complexes. The company also stated that it is considering the establishment of a full-cycle manufacturing infrastructure in Lithuania.<\/p>\n\n\n\n<p class=\"wp-block-paragraph\">According to the developer, the future facility\u2019s output will be designated for the Armed Forces of Ukraine.
