In early April, the number of users of the mobile app \u201cePPO\u201d surpassed 700,000, according to one of its developers, Hennadiy Suldin. He refers to the app as \u201cthe world\u2019s first collective radar\u201d \u2014 a tool that enables civilians to help Ukraine\u2019s air defen\u0441e forces by reporting incoming enemy missiles and drones<\/a> in real time.<\/p>\n\n\n\n

The \u201cePPO\u201d app was developed by the Odesa-based group Tekhnari, which has launched several other tools to defend Ukraine\u2019s skies during more than three years of full-scale war. What began as a grassroots volunteer initiative is now becoming one of the most visible players in Ukraine\u2019s growing defence tech sector.<\/p>\n\n\n\n

Who are the “Tekhnari”<\/h4>\n\n\n\n

“Tekhnari” is a Ukrainian slang term for tech geeks \u2014 something like technies<\/em> or nerds<\/em> in English. This group was founded by Andriy Kosyak, Hennadiy Suldin, Viktor Rekun, Oleksandr Tumanovsky and Yevheniy Lyashan. Before the full-scale invasion, the “Tekhnari” team led ordinary civilian lives: one was a teacher, another a lawyer, and a third worked in construction. On the second day of the war, they joined the volunteer center “Odessa Defence 2.0” and helped Ukraine\u2019s defenders in any way they could\u2014supplying disposable tableware, water, food, generators, and essential gear such as sleeping bags, fleeces, and thermal underwear\u2014everything the state couldn\u2019t provide quickly enough.<\/p>\n\n\n\n

“War presents new challenges every day, and we kept looking for solutions. Initially, we responded to military requests\u2014finding and supplying bulletproof vests, identifying the best optical models, and ordering specialized devices for artillery. Today, we focus solely on engineering and development, continuing to support the military,” says Viktor Rekun, executive director of “Tekhnari.”<\/p>\n<\/blockquote>\n\n\n\n

The founders quickly moved beyond delivering food and clothing. Their efforts soon shifted toward more technologically advanced volunteering \u2014 transporting night vision goggles, binoculars, and eventually purchasing thermal scopes. Over time, they began developing their own solutions for Ukraine\u2019s air defence forces, some of which gained support from the Pivden Operational Command.<\/p>\n\n\n\n

The idea for the ePPO mobile app emerged in May 2022, and by August, a working beta version was released. Because missiles and drones often fly at low altitudes, they can evade traditional radar systems \u2014 yet they remain visible to the naked eye. The app allows civilians who spot incoming threats to contribute to their interception. The process is simple: a person sees a missile or drone, points their phone in its direction, and taps a button. The military then receives the user\u2019s geolocation data and can respond to the threat.<\/p>\n\n\n\n

For security reasons, the developers don\u2019t disclose technical details about how the system works, but they note that ePPO is built on a sophisticated data processing engine. To date, the app has been downloaded more than 500,000 times on Google Play and around 200,000 times on the App Store.<\/p>\n\n\n\n

Alongside their VR air defense simulator “Chaika” \u2014 a project developed over a year and a half \u2014 ePPO has become one of Tekhnari\u2019s flagship innovations. Dubbed the world\u2019s first “collective radar,” the app empowers civilians to report the movement of enemy missiles, drones, and aircraft in real time, helping air defense units more effectively track and neutralize aerial threats.<\/p>\n\n\n\n

Beyond ePPO: what else the ‘Tekhnari’ are building<\/h4>\n\n\n\n

Rekun says that as Russia intensified its missile and Shahed drone attacks, it became clear that the old Soviet “Igla” MANPADS, originally designed to target helicopters, are also effective against such aerial threats \u2014 but only during daylight hours.<\/p>\n\n\n\n

“MANPADS cannot shoot down a Shahed at night because it simply isn’t visible. So we developed a special mount, selected a thermal imaging sight specifically for the Igla, and, together with the Serhiy Prytula Foundation, upgraded more than 1,000 MANPADS for the Ukrainian Armed Forces. However, we soon realized that while the modified weapons could hit targets, there was no training available for this new capability,” says Rekun.<\/p>\n<\/blockquote>\n\n\n\n

The challenge lay not only in the high cost of MANPADS but also in the lack of suitable air targets for training. Initially, they planned to purchase mobile simulators and transport them to military units for training. However, “Technari” discovered that the companies producing such simulators focused on shooting at helicopters and airplanes, which did not address the problem.<\/p>\n\n\n\n

\u201cWe started discussing a new development, and they quoted us a price\u2014two and a half million, then 1.2 million for each simulator. We then decided it would be better to make such a simulator ourselves. This is how the \u2018Chaika\u2019 came to life\u2014a defence simulator that costs 120,000 UAH, and there are now more than 360 of them in the Armed Forces,\u201d says Rekun.<\/p>\n<\/blockquote>\n\n\n\n

The development lasted a year and a half. The first prototype was created in October 2023. By early 2024, there were already around 15 \u2018Chaikas,\u2019 by spring\u201470, and by summer, about a hundred more had been produced. According to Rekun, the number of Chaika simulators currently used by the Ukrainian Defense Forces exceeds 360 units, ensuring sufficient availability for small fire group training. He notes that the simulators are now a staple in military training centers.<\/p>\n\n\n\n

The main advantage of the “Chaika” VR<\/a> simulator lies in its 3D modeling capabilities, which help operators quickly develop and automate aiming and firing skills in a three-dimensional environment. Rekun highlights a notable success story: in May 2023, a Kh-55 cruise missile was shot down with a MANPADS in the Kyiv region\u2014by a soldier trained with Chaika.<\/p>\n\n\n\n

In addition to the core simulator, the “Tekhnari” developed “Chaika-M”, nicknamed the \u201cMuhobiyka” (‘flyswatter’).\u201d This system trains soldiers to counter FPV drones and Lancets in close-range scenarios. The simulator replicates real-world drone attacks, preparing users to respond from different positions and under various conditions.<\/p>\n\n\n\n

The “Tekhnari“<\/em> product portfolio extends beyond VR training. The team also developed “Poloz”, a laser-thermal imaging station for detecting and illuminating aerial targets. Designed for use with 12.7 mm and 7.62 mm caliber weapons, Poloz enables operators to detect and track Shaheds and other drones using a thermal imager, and to illuminate them with a spotlight in low-light or nighttime conditions.<\/p>\n\n\n\n

Another key development by the “Tekhnari” is “Wolly” <\/strong>\u2014 an optoelectronic dual-spectrum television sight designed to upgrade the Strela-10 air defence system. Equipped with two cameras, Wolly gives the system advanced visual capabilities, allowing it to detect and track aerial targets day and night. \u201cIt makes Strela-10<\/em> \u2018sighted\u2019 and enables effective engagement of all types of air threats around the clock,\u201d the developers explain.<\/p>\n\n\n\n

What’s next?<\/h2>\n\n\n\n

Speaking about scaling up the production of simulators and radars, Viktor Rekun notes that the most challenging part is the software development process, which can take months and requires extensive testing and adjustments before the project is ready for launch. Production capacity is also limited by the available 3D printers. \u2018We made 200 simulators on order from the Prytula Foundation \u2014 it took six weeks, three of which were dedicated to component delivery,\u2019 says Rekun.<\/p>\n\n\n\n

The Tekhnari team is also working on developing a jet drone capable of \u2018hunting\u2019 Shahed drones. The estimated development cost is about 200,000 euros. As for other projects in their portfolio, the team is focused on scaling and popularizing \u2014 codifying processes and completing the necessary paperwork to ensure that these developments can be implemented at the state level. Most recently, Tekhnari joined the second cohort of the Defence Builder accelerator<\/em> \u2014 an initiative aimed at scaling innovative defence technologies. The company is now preparing to attract investment to further develop and expand its product line.<\/p>\n\n\n\n
