{"id":105881,"date":"2026-10-22T15:02:28","date_gmt":"2026-10-22T12:02:28","guid":{"rendered":"https:\/\/thedefender.media\/?p=105881"},"modified":"2026-10-22T15:07:06","modified_gmt":"2026-10-22T12:07:06","slug":"underground-defence-construction-simplified","status":"publish","type":"post","link":"https:\/\/thedefender.media\/en\/2026\/10\/underground-defence-construction-simplified\/","title":{"rendered":"Ukraine approves simplified mechanism for building underground facilities for defence industry"},"content":{"rendered":"\n<p class=\"wp-block-paragraph\">The Cabinet of Ministers has approved amendments to Resolution No. 1494, opening access for private investors and developers to a simplified mechanism for constructing protected facilities for defence industrial complex enterprises. The <a rel=\"nofollow noopener noreferrer\" target=\"_blank\" href=\"https:\/\/mod.gov.ua\/news\/uriad-sprostyv-pidzemne-budivnytstvo-dlia-pidpryiemstv-opk\">Ministry of Defence<\/a> reported the decision.<\/p>\n\n\n\n<p class=\"wp-block-paragraph\">In September, Defender <a href=\"https:\/\/thedefender.media\/en\/2026\/09\/private-investment-underground-defence-facilities\/\">reported<\/a> that the Defence Ministry was only preparing the amendments and refining them following legal and anti-corruption reviews. The government has now approved the mechanism. We explain how the mechanism will work and who can attract developers.<\/p>\n\n\n\n<h4 class=\"wp-block-heading\">How the mechanism will work<\/h4>\n\n\n\n<p class=\"wp-block-paragraph\">Developers can use their own or borrowed funds to build underground production facilities and other protected infrastructure. Once construction is complete, they may transfer the facilities to a defence industry enterprise:<\/p>\n\n\n\n<ul class=\"wp-block-list\">\n<li>as ownership;<\/li>\n\n\n\n<li>on lease;<\/li>\n\n\n\n<li>for use.<\/li>\n<\/ul>\n\n\n\n<p class=\"wp-block-paragraph\">The investor and the defence enterprise will determine the construction period, terms of use, and transfer procedure by agreement.<\/p>\n\n\n\n<p class=\"wp-block-paragraph\">If only part of a completed facility is transferred to the manufacturer, it must account for at least 25% of the facility\u2019s total area. The premises must be suitable for establishing, relocating or expanding defence production.<\/p>\n\n\n\n<h4 class=\"wp-block-heading\">Who can engage developers<\/h4>\n\n\n\n<p class=\"wp-block-paragraph\">To operate under the simplified mechanism, developers must conclude an agreement with an enterprise in one of the specified categories. These include:<\/p>\n\n\n\n<ul class=\"wp-block-list\">\n<li><a href=\"https:\/\/thedefender.media\/en\/tags\/defence-city\/\">Defence City<\/a> residents;<\/li>\n\n\n\n<li>state contract executors;<\/li>\n\n\n\n<li>enterprises designated by the Ministry of Defence as critically important to the <a href=\"https:\/\/thedefender.media\/en\/tags\/defense-industrial-complex\/\">defence industrial complex<\/a>.<\/li>\n<\/ul>\n\n\n\n<p class=\"wp-block-paragraph\">The amendments also simplify the process of obtaining the permits required to build protected production infrastructure.<\/p>\n\n\n\n<h4 class=\"wp-block-heading\">What this means for defence industry enterprises<\/h4>\n\n\n\n<p class=\"wp-block-paragraph\">The mechanism can be used to create new protected capacity, relocate existing production or expand it. Such projects may be financed with non-budgetary funds.<\/p>\n\n\n\n<p class=\"wp-block-paragraph\">&#8220;Enterprises will receive protected production space, investors will gain a new investment avenue, and the state will gain additional capabilities,&#8221; said Deputy Defence Minister <a href=\"https:\/\/thedefender.media\/en\/tags\/hanna-hvozdiar\/\">Hanna Hvozdiar<\/a>.<\/p>\n\n\n\n<p class=\"wp-block-paragraph\">According to the <a href=\"https:\/\/thedefender.media\/en\/tags\/mod\/\">Defence Ministry<\/a>, the approved changes should accelerate the creation and scaling of
