Terminals installed on drones stopped working at speeds above 160 km\/h. The maximum speed later dropped to 60-70 km\/h, volunteer Serhii Sternenko <a rel=\"nofollow noopener noreferrer\" target=\"_blank\" href=\"https:\/\/t.me\/ssternenko\/64835\">reported<\/a>.<\/p>\n\n\n\n<p class=\"wp-block-paragraph\">The exact reason for the restrictions is still unknown. Reuters says the order came from the White House, while The Telegraph reports that Elon Musk initiated it and proposed the decision to Trump.<\/p>\n\n\n\n<p class=\"wp-block-paragraph\">The speed limit has affected the work of interceptor drones that hunt Russian jet-powered targets. Against this backdrop, discussions about an alternative to Starlink and Starshield have intensified in Ukraine and Europe. The EU is negotiating Ukraine\u2019s accession to Govsatcom, a European secure satellite <a href=\"https:\/\/thedefender.media\/en\/tags\/communication\/\">communications<\/a> programme that has been operating since early 2026.<\/p>\n\n\n\n<figure class=\"wp-block-image size-large\"><img decoding=\"async\" src=\"https:\/\/thedefender.media\/wp-content\/uploads\/2026\/03\/1x-1-1.webp\" alt=\"\"\/><figcaption class=\"wp-element-caption\">Starlink satellites. Image: Starlink<\/figcaption><\/figure>\n\n\n\n<p class=\"wp-block-paragraph\">In parallel, Ukraine is thinking about creating its own network. Ukrainian company Stetman previously announced plans to launch its own <a href=\"https:\/\/thedefender.media\/en\/2026\/03\/stetman-story-plans\/\">constellation<\/a> of 360 satellites. However, there is no information on the project&#8217;s current stage.<\/p>\n\n\n\n<p class=\"wp-block-paragraph\">Seeking to resolve the Starshield restrictions, President Zelensky held talks with US Secretary of State Marco Rubio. \u201cIt was substantive,\u201d the Ukrainian leader wrote. He also said that in various sectors of the front the equipment stops working at speeds of 130-161 kilometres per hour. Meanwhile, Starshield testing within the EU has shown no speed-related issues.<\/p>\n\n\n\n<p class=\"wp-block-paragraph\">Meanwhile, Republican and former FBI agent Brian Fitzpatrick <a rel=\"nofollow noopener noreferrer\" target=\"_blank\" href=\"https:\/\/t.me\/ssternenko\/65112\">called<\/a> in a CNN comment for an investigation into the Starshield restrictions on Ukraine.<\/p>\n\n\n\n<p class=\"wp-block-paragraph\">\u201cIf the order was really given by Musk, it is probably a violation of the law. Because he has the authority to make decisions about Starlink, a civilian commercial service, but not about Starshield, a military national security asset,\u201d he said. Fitzpatrick is ready to summon everyone involved, including Musk, to Congress to testify under oath.<\/p>\n\n\n\n<h4 class=\"wp-block-heading\"><strong>Lasar\u2019s Group on operations Ashan and Art-Ashan<\/strong><\/h4>\n\n\n\n<p class=\"wp-block-paragraph\">UNITED24 journalists visited the National Guard unit Lasar\u2019s Group in Donetsk Oblast. They spoke with crews who took part in operations Ashan and Art-Ashan.<\/p>\n\n\n\n<p class=\"wp-block-paragraph\">During operation Ashan, Lasar\u2019s Group fighters hit 949 targets from 50+ km away. During Art-Ashan, they hit 231 howitzers, destroying 171.<\/p>\n\n\n\n<figure class=\"wp-block-embed is-type-video is-provider-youtube wp-block-embed-youtube wp-embed-aspect-16-9 wp-has-aspect-ratio\"><div class=\"wp-block-embed__wrapper\">\n<iframe loading=\"lazy\" title=\"Ukraine\u2019s Secret Night Raid: How They Hunt Russian Artillery | Art-Ashan, by Lasar\u2019s Group\" width=\"640\" height=\"360\" src=\"https:\/\/www.youtube.com\/embed\/wPY3WNBhVXs?feature=oembed\" frameborder=\"0\" allow=\"accelerometer; autoplay; clipboard-write; encrypted-media; gyroscope; picture-in-picture; web-share\" referrerpolicy=\"strict-origin-when-cross-origin\" allowfullscreen><\/iframe>\n<\/div><\/figure>\n\n\n\n<p class=\"wp-block-paragraph\">The reporters also filmed Lasar\u2019s Group\u2019s bomber drone crews at work. The report shows mission preparation, the choice of munitions, the equipping of the drones and vivid footage of equipment being destroyed.<\/p>\n\n\n\n<h4 class=\"wp-block-heading\">Defence industry deferrals: what happened over the week<\/h4>\n\n\n\n<p class=\"wp-block-paragraph\">Last week it emerged that the Cabinet is changing the rules on deferring employees from mobilisation for businesses and utility companies. The changes <a href=\"https:\/\/thedefender.media\/en\/2026\/10\/deferrals-cut-proposition\/\">included<\/a> cutting the quota of deferred employees at critical defence industry companies from 100% to 85%.<\/p>\n\n\n\n<p class=\"wp-block-paragraph\">Over the week, the story of the changes to the <a href=\"https:\/\/thedefender.media\/en\/tags\/reservation\/\">deferral rules<\/a> spread rapidly through power corridors, the media, and social media.<\/p>\n\n\n\n<p class=\"wp-block-paragraph\">On 15 October, MP Yaroslav Zhelezniak <a href=\"https:\/\/thedefender.media\/en\/2026\/10\/lawmakers-against-deferral-cuts\/\">registered<\/a> a draft parliamentary resolution proposing to overturn the Cabinet\u2019s decision. According to its initiator, 63 MPs have signed the document.<\/p>\n\n\n\n<p class=\"wp-block-paragraph\">A number of industry associations, companies and businesspeople also spoke out against the quota cut during the week.<\/p>\n\n\n\n<p class=\"wp-block-paragraph\">In particular, <a href=\"https:\/\/thedefender.media\/en\/tags\/yaroslav-azhnyuk\/\">Yaroslav Azhniuk<\/a>, co-founder of <a href=\"https:\/\/thedefender.media\/en\/tags\/fourth-law\/\">The Fourth Law<\/a> and <a href=\"https:\/\/thedefender.media\/en\/tags\/odd-systems\/\">Odd Systems<\/a>, <a href=\"https:\/\/www.facebook.com\/yaroslav.azhnyuk\/posts\/pfbid0qWTJZxGtfDULpshPHRF53Cd8MyHuzB44MA2cYSMdzzWaXNFxiVfCvrchRUDZrTC3l\" target=\"_blank\" rel=\"nofollow noopener noreferrer\">said<\/a> the new deferral approach would hit first and foremost those growing fast and whose products are in demand at the front. \u201cThere is no spare 15% in the production and R&amp;D chain of such companies,\u201d the entrepreneur argues.<\/p>\n\n\n\n<p class=\"wp-block-paragraph\"><a href=\"https:\/\/thedefender.media\/en\/tags\/ukrspecsystems\/\">Ukrspecsystems<\/a> takes a similar position. \u201cThe new rule will force manufacturers to choose which key specialists to lose, and in fast-growing companies deferrals will stop keeping pace with actual headcount,\u201d the company <a rel=\"nofollow noopener noreferrer\" target=\"_blank\" href=\"https:\/\/www.facebook.com\/ukrspecsystems\/posts\/pfbid0iuZeTQB3oHJ2hoyu8xVEBDt12gnhbQnwBH3vCDUSKiTRoNWTBJUHgfSDY2wFyWLBl\">said in a statement<\/a>. \u201cFor production, the consequences will be immediate, in the form of delays to defence orders and an outflow of candidates who will avoid working in the defence industry because of unpredictable rules.\u201d<\/p>\n\n\n\n<p class=\"wp-block-paragraph\">The company <a href=\"https:\/\/thedefender.media\/en\/tags\/general-cherry\/\">General Cherry<\/a> also came out in favour of keeping 100% deferrals for <a href=\"https:\/\/thedefender.media\/en\/tags\/defense-industrial-complex\/\">defence industry enterprises<\/a>. \u201cCutting the share of deferred employees will critically hit planning, the pace of scaling and contract fulfilment. Deliveries of our products to the front will become slower and less stable,\u201d the <a rel=\"nofollow noopener noreferrer\" target=\"_blank\" href=\"https:\/\/www.facebook.com\/generalcherry.fpv\/posts\/pfbid0gwmRaDjtSMkno1xLbc1n3mLWP9izGJif72qdKecVqRRfxjiV8w9f1KL1R5ULzfAQl\">company says<\/a>.<\/p>\n\n\n\n<div class=\"wp-block-buttons is-layout-flex wp-block-buttons-is-layout-flex\">\n<div class=\"wp-block-button\"><a class=\"wp-block-button__link wp-element-button\" href=\"https:\/\/thedefender.media\/en\/insights\/defence-industry-employee-reservations\/\"><strong>Read also<\/strong>: Employee reservation mechanisms for defence companies \u2014 an Arzinger legal column<\/a><\/div>\n<\/div>\n\n\n\n<p class=\"wp-block-paragraph\">The market\u2019s reaction prompted the government to review its plans. The final version of the resolution has still not been adopted or published, but in a BBC interview on 19 October, Prime Minister Serhii Koretskyi <a rel=\"nofollow noopener noreferrer\" target=\"_blank\" href=\"https:\/\/www.bbc.com\/ukrainian\/articles\/c61m4p1049g1o\">said<\/a> critical defence industry enterprises have nothing to worry about. \u201cThere is something to worry about for those who created a company that produces, say, two drones a year but has deferred hundreds of people as employees,\u201d Koretskyi explained. \u201cWe need to minimise these abuses.
