Ihor Fedirko, CEO of the Ukrainian Armourers Council, <a href=\"https:\/\/www.facebook.com\/ihor.fedirko\/posts\/pfbid08svCyYxtTosrcJZc8aRzyZLc3cyy7jgdBZhtiwbabd7s4SypD2m92jPt4yBcUMdSl?__cft__[0]=AZif-nhIbdT5pkHBgexUbtxerry4JE0-bBAOVdQQTIRZGVfNgevYcoIBAaSZY9776LV-e1R7TFmWcS6N1qeueMcpLqr_gi83r4GMuoqStJCXdTQDgjqEltYH37SthHuL-sqRhddL9I-dL-SZH6Vmibkt91AOpiPEKVEKNU4vudaUOFH6W8vL2jGTW9A&amp;__tn__=%2CO%2CP-R\" target=\"_blank\" rel=\"nofollow noopener noreferrer\">wrote<\/a>, analysing the main decisions and results over this period.<\/p>\n\n\n\n<p class=\"wp-block-paragraph\">He also called on the state to publish consolidated data on how much additional funding exports have generated for defence and how much weaponry the military has received as a result.<\/p>\n\n\n\n<h4 class=\"wp-block-heading\">Timeline of the launch of exports<\/h4>\n\n\n\n<ul class=\"wp-block-list\">\n<li><strong>October 2025<\/strong> \u2014 the president <a href=\"https:\/\/thedefender.media\/en\/2025\/10\/zelensky-export\/\">announced<\/a> the resumption of Ukrainian arms exports at DFNC\u00b3.<\/li>\n\n\n\n<li><strong>3 November<\/strong> \u2014 Berlin and Copenhagen were <a href=\"https:\/\/thedefender.media\/en\/2025\/11\/germany-denmark-first-weaponry-export\/\">named<\/a> among the first cities for export offices. In December, the president again announced preparations for an office in Berlin.<\/li>\n\n\n\n<li><strong>12 February 2026<\/strong> \u2014 the National Security and Defence Council <a href=\"https:\/\/thedefender.media\/en\/2026\/02\/arms-export-comission\/\">reported<\/a> a meeting of the Interagency Commission on Military-Technical Cooperation and Export Control Policy.<\/li>\n\n\n\n<li><strong>February<\/strong> \u2014 plans were also announced to establish ten joint ventures in Europe during 2026. That same month, the government officially announced the launch of Quantum Frontline Industries in Germany. The company <a href=\"https:\/\/thedefender.media\/en\/2026\/02\/quantum-frontline-10k-dron\/\">plans to produce<\/a> 10,000 drones a year for Ukraine.<\/li>\n\n\n\n<li><strong>4 June<\/strong> \u2014 the president instructed officials to ensure the adoption of regulatory changes related to exports.<\/li>\n\n\n\n<li><strong>1 July<\/strong> \u2014 the Cabinet of Ministers <a href=\"https:\/\/thedefender.media\/en\/2026\/07\/government-opens-arms-export\/\">adopted<\/a> Resolution No. 875. It reduced the document review period from 90 to 30 days and introduced tacit consent during interagency approval.<\/li>\n\n\n\n<li><strong>31 July<\/strong> \u2014 <a href=\"https:\/\/thedefender.media\/en\/tags\/f-drones\/\">F-Drones<\/a> announced the delivery of 2,000 F10 drones to the United States. The company <a href=\"https:\/\/thedefender.media\/en\/2026\/07\/pf-drones-first-export\/\">received<\/a> a permit under the general procedure.<\/li>\n\n\n\n<li><strong>September<\/strong> \u2014 the Ukrainian Armourers Council and other associations <a href=\"https:\/\/thedefender.media\/en\/2026\/09\/exports-proposals\/\">proposed<\/a> changing the terms of the special mechanism.<\/li>\n\n\n\n<li><strong>Early October<\/strong> \u2014 the National Security and Defence Council reported more than 400 applications reviewed. Over 90% were approved, and more than 18 permits were issued for the export of finished products.<\/li>\n\n\n\n<li><strong>2 October<\/strong> \u2014 Interagency Commission chair Davyd Aloian said the list of critical weapons was still being drafted and that Resolution No. 875 had effectively not entered into force.<\/li>\n\n\n\n<li><strong>12 October<\/strong> \u2014 the Verkhovna Rada <a href=\"https:\/\/thedefender.media\/en\/2026\/10\/bill-to-allocate-defence-exports-fees-to-afu\/\">supported<\/a> Bill No. 15400 at first reading, setting out how export payments would be used.<\/li>\n<\/ul>\n\n\n\n<h4 class=\"wp-block-heading\">Conditions under the special procedure<\/h4>\n\n\n\n<p class=\"wp-block-paragraph\"><a href=\"https:\/\/thedefender.media\/en\/2026\/07\/government-opens-arms-export\/\">Resolution No. 875<\/a> sets a fee of 20% for finished products and technologies and 30% for components. Under this procedure, the minimum contract value for finished products is UAH 15 million.<\/p>\n\n\n\n<p class=\"wp-block-paragraph\">The Ukrainian Armourers Council proposes significantly reducing the rate, collecting the fee after the contract is fulfilled and the manufacturer receives payment, allowing refunds for uncompleted deals, and simplifying the supply of small test batches.<\/p>\n\n\n\n<div class=\"wp-block-buttons is-layout-flex wp-block-buttons-is-layout-flex\">\n<div class=\"wp-block-button\"><a class=\"wp-block-button__link wp-element-button\" href=\"https:\/\/thedefender.media\/en\/2026\/09\/exports-proposals\/\">Defence industry associations urge government to revise defence export resolution: key issues<\/a><\/div>\n<\/div>\n\n\n\n<p class=\"wp-block-paragraph\"><a href=\"https:\/\/thedefender.media\/en\/2026\/10\/bill-to-allocate-defence-exports-fees-to-afu\/\">Bill No. 15400<\/a> provides that export fees be transferred to the state budget&#8217;s special fund. Half of the proceeds would fund the procurement, modernisation, and repair of weapons and equipment.
