Government increases maximum concessional loan for defence companies to UAH 500 million

The Cabinet of Ministers has increased the maximum concessional loan available to defence-industrial enterprises for working capital from UAH 100 million to UAH 500 million. According to the Ministry of Defence, enterprises fulfilling state defence contracts will be eligible for the expanded programme.

“We are increasing the maximum amount of concessional lending available to Ukrainian defence companies fivefold — from UAH 100 million to UAH 500 million. Enterprises fulfilling state defence contracts will be able to borrow up to UAH 500 million for working capital at preferential annual interest rates of 5–10%, depending on the loan amount,” Ukrainian Prime Minister Serhii Koretskyi said.

How the programme terms have changed

The programme previously offered:

• up to UAH 100 million for working capital for a term of up to three years;
• up to UAH 500 million for investment projects for a term of up to five years;
• an effective annual interest rate of 5% for the enterprise, with the state covering the remainder.

Following the update:

• the maximum working-capital loan has increased from UAH 100 million to UAH 500 million;
• enterprises with an active state contract will pay an annual interest rate of 5%;
• enterprises without an active state contract will pay an annual interest rate of 5%, 7% or 10%, depending on the loan amount — up to UAH 200 million, UAH 400 million or UAH 500 million respectively;
• investment loans will remain available at an annual interest rate of up to 5%.

The Ministry of Defence’s latest announcement does not specify whether the maximum term for working-capital loans, previously three years, has changed.

According to Ministry of Defence data as of late July 2026, Ukrainian defence-industrial enterprises had received 167 concessional loans worth more than UAH 10 billion since the programme was launched in 2024. In April 2026, Defender Media reported that defence-industrial enterprises had already received UAH 7.5 billion in concessional loans.
