The Ministry of Defence has simplified the arms codification to speed up procurement

The government has updated three resolutions that change the approach to the codification of arms and military equipment, Minister of Defence Mykhailo Fedorov said. From now on, the time from development to delivery to the troops should be reduced.

What is in the updated approach

Codification no longer requires confirmation of “urgent need”. It can be carried out regardless of current procurement plans. Manufacturers independently approve the product’s technical specifications, and the Ministry of Defence makes purchases based on them.

In addition, when purchasing unmanned systems and tactical-level EW equipment, a manufacturer’s quality certificate is sufficient. Additional state control procedures are not applied, but the manufacturer is fully responsible for the quality of the delivery.

Several relief measures have been prepared for ammunition manufacturers: the procedure for procuring explosives has been simplified, as has the testing procedure for ammunition. Fedorov writes that the latter will help avoid duplicate demonstration tests, shorten codification timelines, and accelerate the delivery of ammunition to the troops.
