Volodymyr Zelensky approves arms export oversight commission line-up
The move effectively removes the last barrier that had been holding back the launch of Ukrainian arms and military equipment exports

Ukrainian President Volodymyr Zelensky has approved the line-up of the Interagency Commission on Military-Technical Cooperation Policy and Export Control. The decree was published on the presidential website on 10 February. According to Ihor Fedirko, Executive Director of the Ukrainian Council of Defence Industry, the move effectively removes the last barrier that had been holding back the launch of Ukrainian arms and military equipment exports.
The commission will be chaired by First Deputy Secretary of the NSDC Yevhenii Ostrianskyi — a major general who previously held a senior position within the General Staff of the Armed Forces of Ukraine. His deputies are Yurii Myronenko (Deputy Minister of Defence) and Oleksandr Mishchenko (Deputy Minister of Foreign Affairs).
In total, the commission includes 17 members:
- Yevhenii Ostrianskyi — First Deputy Secretary of the NSDC, Chair of the Commission.
- Yurii Myronenko — Deputy Minister of Defence, Deputy Chair of the Commission.
- Oleksandr Mishchenko — Deputy Minister of Foreign Affairs, Deputy Chair of the Commission.
- Davyd Aloian — Deputy Secretary of the NSDC.
- Kostiantyn Brozhko — Deputy Head of the Defence Intelligence of Ukraine (HUR).
- Oleksandr Zavitnevych — Member of Parliament, Chair of the Verkhovna Rada Committee on National Security, Defence and Intelligence.
- Vitalii Kindrativ — Deputy Minister of Economy.
- Liudmyla Kravchenko — Deputy Minister of Justice.
- Roman Marchuk — Deputy Head of the Foreign Intelligence Service.
- Yaroslav Merezhko — Deputy Head of the Security Service of Ukraine (SBU).
- Volodymyr Mikhieiev — Deputy Head of the State Space Agency of Ukraine.
- Pavlo Palisa — Deputy Head of the Office of the President.
- Herman Smetanin — Director General of Ukroboronprom.
- Vladyslav Suvorov — Deputy Head of the State Customs Service.
- Vasyl Teteria — Deputy Minister of Internal Affairs.
- Andrii Tyvonchuk — Head of the Department for Defence Industry, Military-Technical Cooperation and Export Control at the NSDC Office, Secretary of the Commission.
- Oleh Tsilvik — Acting Head of the State Service of Export Control of Ukraine.
Ihor Fedirko says that, “provided the launch is disciplined and cautious, the first export contracts could become possible in the second half of 2026.” According to him, hundreds of applications from manufacturers have already been submitted to the State Service of Export Control.
