The Ukrainian government has introduced long-term contracts for the production of “Weapons of Victory”

The contracts for “Weapons of Victory” list will now be signed for the entire duration of the production cycle

On 26 December, following a submission by the Ministry of Defence of Ukraine, the Cabinet of Ministers introduced long-term contracts for the production of “Weapons of Victory”. Minister of Defence Denys Shmyhal stated that contracts for military equipment included in the “Weapons of Victory” list will now be signed for the entire duration of the production cycle, encompassing development, manufacturing, and repair.

“We are also setting procurement volumes for the medium term and tying advance payment terms to stages of work completion to ensure steady financing,” Shmyhal stated.

The Cabinet of Ministers launched the “Weapons of Victory” programme at the end of 2024. It provides guaranteed long-term contracts of three, five, or ten years for domestic weapons and equipment manufacturers that meet the following criteria:

  • localisation of more than 50% of the total component cost;
  • codification of weapon systems;
  • long-term demand for this equipment by the Armed Forces;
  • serial production by Ukrainian defence industry enterprises.

According to Shmyhal, the implementation of long-term contracts will accelerate and scale up production, ensure uninterrupted deliveries of weapons and equipment to military units, and open up decades-long development prospects for Ukraine’s defence industry.

In mid-December, Defender Media reported that the Ministry of Defence would allocate UAH 12 billion to procure drones and other equipment via the DOT-Chain Defence platform in the first quarter of 2026.
