YouControl warns against mass removal of public data on defence companies

The sudden disappearance of a company from public registers does not conceal its activities — it signals the object’s heightened importance

YouControl analysts warn that the large-scale blocking of public information about defence-industry enterprises could create additional security and economic risks rather than provide the expected protection.

In October 2025, the Cabinet of Ministers of Ukraine adopted a procedure for temporarily restricting access to information on defence-industry enterprises. The document allows critically important defence companies to apply to the Ministry of Defence to restrict access to data about themselves not only in state registers, but also across any electronic resources, including analytical systems, marketplaces and media outlets. Service providers are required to comply with such requests within 10 days.

According to YouControl, from an OSINT perspective, the sudden disappearance of a company from public registers does not conceal its activities but instead signals heightened importance. Analysts stress that an adversary monitors changes in open databases, and the removal of information about an enterprise that has long been present in the public domain may become a “red flag” for target prioritisation.

In addition, data on defence companies will remain available in other registers, archives and caches. This makes it possible, on the basis of historical records and associated persons, to identify office locations or production facilities, including through information submitted to tax authorities or property registers.

A separate risk concerns economic activity. The removal of public data makes it impossible to conduct standard financial monitoring and KYC/AML checks by banks, international partners and investors. This may lead to account freezes, refusals to cooperate, the suspension of financial transactions and delays in production processes within the defence sector.

According to the Ministry of Defence of Ukraine, the country’s defence-industrial ecosystem comprises around 900 enterprises, of which approximately 100 are state-owned and about 800 are private. The sector employs roughly 1,000 teams of engineers and developers.
