Hanna Hvozdiar: The EU is allocating more than €140 million to support the development of Ukrainian dual-use tech
Domestic dual-use developers will be able to receive EU loans and grants under the Ukraine Facility programme

Ukrainian companies developing dual-use technologies can now receive EU loans and grants through the Ukraine Facility programme. The programme’s volume is at least €140 million, Deputy Defence Minister of Ukraine Hanna Hvozdiar announced during the Rebuild Ukraine Expo summit held in Warsaw.
According to Hvozdiar, this is the first time the EU has opened the possibility of allocating Ukraine Facility funds to support dual-use technologies — an area that was previously ineligible for such financing. Now, financial support from the EU will be available to producers of advanced navigation and communication systems, next-generation drones, aerospace technologies and precision metallurgy.
“The expansion of the Ukraine Facility unlocks access to financial resources — first and foremost, more than €140 million that the EU will channel from the Ukraine Investment Framework into loans and grants for companies. This will enable Ukrainian companies to scale faster, attract investment and develop products that strengthen the resilience of Ukraine and all of Europe,” the deputy minister stressed.
Hvozdiar discussed the implementation of this instrument, potential funding volumes and next steps at a working meeting with Anna Jarosz-Fries, Head of the Ukraine Service at the Directorate-General for Neighbourhood and Enlargement Negotiations, and Orest Tokach, Head of Private Investments and Strategic Industrial Sectors of Ukraine at the European Commission.
“Ukraine is building a modern, competitive and innovative defence and dual-use industry. Just last year, more than three thousand enterprises produced dual-use products worth €5.5 billion — and that is only part of the potential we are demonstrating to our partners today,” the deputy minister noted.
