The Ministry of Defence of Ukraine has approved new criteria for identifying critically important enterprises and has opened applications for companies seeking this status. Applications can be sent by email to admou@post.mil.gov.ua.

The new order from the Ministry maintains the existing approach to determining such enterprises. Those that already have this status and whose validity period has not expired do not need to submit additional documents or update their data.

Enterprises are deemed critically important if more than 50% of their total output consists of defence-related products and they either fulfil or participate in state defence contracts. The same status applies to companies that receive government grants under the programme for the development of technology and innovation, or that manage and coordinate the work of state-owned defence plants.

Other enterprises not included in this category may obtain critically important status if they meet at least three of the following criteria:

  • fulfil state defence contracts;
  • are involved in government defence orders under agreements, including international ones;
  • are listed in the electronic register of participants and contractors of state defence orders;
  • take part in national programmes in the fields of aviation or space activities;
  • implement programmes for the development of the defence industry, introduce new technologies, or expand production capacity;
  • manufacture goods, perform work, or provide services used in the production of defence products.

Companies that meet at least two of these criteria may be designated as critically important for the economy and public life during wartime. This designation allows them to defer mobilisation for up to 50% of their employees.

Earlier, Defender Media reported on a newly signed law that allows critically important enterprises to grant deferments for new employees even if their military registration data have not yet been updated. The law will take effect in December.
